Is it called Quality Manager or Engineering Test Management?
Both: IBM renamed the Rational family to IBM Engineering, and Rational Quality Manager became Engineering Test Management. Same product, same course.

Does it link to requirements?
Yes, and that is half the reason to use it: traceability across requirements, test cases and defects is what lets you answer “has this been tested?” without opening five tools.

Group size and language?
Closed groups of four to ten people, in Spanish, English or French. We run it with fewer than four as well, though it usually pays to wait and fill the group.
